The International Traffic in Arms Regulations (ITAR) and United States Munitions List (USML) are described in ITAR section 121.1. This set of regulations governs the export of weapons, weapon systems, ammunition, guided missiles, and other personal weapons and weapons designed for military use. ITAR is managed by the Department of State’s Directorate of Defense Trade Controls (DDTC). The implementation of ITAR is enabling compliance with section 38 of the Arms Export Control Act (AECA).  The list identifies the weapon systems that are controlled, as compared to commercially available weapons which are able to be sold to individuals which would be governed by the Commerce Control List.
